Job description

The Manager, Program Development and Operations, Ontario North will lead and empower integrated teams of staff and volunteers to deliver programs and services that change the lives of Canadians who are blind. This role will be responsible for working directly with the Executive Director, Ontario West, in overseeing the overall operations of the region, including supervising and supporting Program Leads in the development of their program areas; implementing best practices that promote a culture of volunteerism and philanthropy; and adhering to organization-wide service standards while maximizing positive experiences and outcomes for participants.

This role assists the Executive Director in creating and delivering an operational plan that supports the goals of the Foundation through the strategic engagement of leadership volunteers and other stakeholders; identification of infrastructure requirements; development of a property and communication strategy; and creation of a regional budget. This role is also instrumental in identifying, capturing and communicating opportunities that demonstrate the impact of volunteers, staff, community relationships and overall value of Foundation programs.

In this role, you will change what it is to be blind today by:


  • Creating and leading an amazing team: You will work with the Executive Director to recruit, train and actively manage an integrated team of staff and volunteers who will be accountable for overseeing the overall program operations in Ontario North. You will foster an inclusive, empowered culture where every team member feels valued, respected, engaged and driven to succeed.
    • You will help make CNIB the organization of choice for staff and volunteers – promoting our commitment to volunteer engagement at every opportunity and developing the active volunteer base needed to support Regional operations.
    • You will help make CNIB the organization of choice for donors – promoting our commitment to donor stewardship at every opportunity.
    • Lead proposal development, reporting to and engaging with United Ways.
    • You will direct staff reporting to you, ensuring appropriate human resources planning, effective coaching and performance management.
    • You will develop and implement operational standards to ensure policies, procedures and practices respond to changing conditions in the marketplace and improve efficiency and competency.
    • You will lead by example in bringing our values to life – inspiring your team to work with passion, determination, ambition and a positive spirit to change people’s lives, and society itself.
    • You will assist with the management of the region's budget and property strategy.
    • You’ll also ensure understanding of, and compliance with, all CNIB's policies and procedures.


  • Developing, delivering and monitoring best-in-class programs: You will lead the development, implementation and evaluation of programs in Ontario North, working within established standards. You’ll constantly seek ways of growing and improving programs so that local participants have the best possible outcomes.
    • You will be responsible for overseeing the program leads, acting as a mentor; providing guidance throughout the development and management of their programs.
    • You will assist the program leads in implementing and monitoring the outcome evaluation processes for all programs within the region.
    • You will constantly seek opportunities to improve service delivery metrics and participant outcomes, leveraging available evaluation data for your region.
    • You will keep abreast of best practices and new developments in programming for people who are blind, and proactively bring forward ideas on how to improve all aspects of the work we do


  • Engaging and empowering participants: You will help us build strong, positive relationships with program participants, gaining insight into their unique needs and lived experiences, and ensuring they have the support they need to reach their goals.
    • You will champion CNIB's high standards of client and customer service, ensuring they are universally understood by staff and volunteers, and continuously upheld across all aspects of local operations.
    • You will proactively encourage program participants to take advantage of other CNIB programs and services that may benefit them, offering them opportunities to expand their support network and deepen their community engagement.
  • Building strong community relationships:

    • You will lead the responsibility of owning the relationship with the United Ways in Ontario North Region alongside the Program Leads.
    • You will develop and steward strong and effective partnerships with community organizations that are aligned to and/or can help further our mission, including other service delivery organizations, funding agencies, etc.
    • You will work closely with CNIB’s Philanthropy team to maximize donor investment in Foundation programs – providing information and support for various types of appeals and impact reports, and liaising directly with prospective and existing donors to secure, retain and upgrade their philanthropic and/or volunteer support.
    • You will be a key local ambassador for CNIB, representing and promoting the organization at all relevant external events.
    • Along with the Executive Director and/or Board Chair, you will represent CNIB at various local and Regional meetings; serving in the role of Driver and/or Sighted Guide as required

What do you bring to the table?

  • A track record of successful people management encompassing leading, managing and motivating teams of staff and volunteers.
  • Excellent interpersonal, influencing and communication skills, with the ability to plan and deliver clear communications to a dispersed audience.
  • Working knowledge of national volunteer organizations with a branch, region and/or membership-based structure.
  • Knowledge of Accessibility Standards and best practices
  • Effectively demonstrates understanding and championing of diversity and accessibility issues.
  • Experience in program development and project management.
  • Experience in delivering training workshops and devising and delivering presentations.
  • Proficient in MS Word, Excel, Outlook and PowerPoint.
  • Good relationship/team builder and networking skills with a variety of stakeholders.
  • Excellent analytical, problem definition and problem-solving skills.
  • Proven time management, planning, coordinating and organization skills; proactive in initiating multiple projects on an ongoing basis.
  • Professional attitude, results oriented, strategic and flexible
    Experience and Education
  • Post-secondary degree or diploma in a related field.
  • 5 years of experience in program development and management within a charity/not-for-profit organization.  
  • Volunteer recruitment and management.
  • Knowledge of adaptive technology an asset.
  • Knowledge and experience working in a not-for-profit or charity.
  • Personal or professional experience relating to blindness and vision loss is considered an asset.
Working conditions

  • Moderate travel will be required.
